Twenty-six percent of American adults were uninsured for a period of time in 2011, a new study by The Commonwealth Fund shows — and for the most part, people went without burberry outlet health insurance because they lost or switched jobs.

“The longer people are without health insurance, the more estranged they become from the health system,” Commonwealth Fund researchers wrote.

In the wake of the strongly worded statement

The Federal Trade Commission is deep into an investigation of Google's actions in bypassing the default privacy settings of Apple's (AAPL) Safari browser for Google users, according to sources familiar with ongoing negotiations between the company and the government.

Within the next 30 days, the FTC could order the Mountain View search giant to pay an even larger fine in the Safari case than the penalty the Federal burberry sunglasses Communications Commission hit Google with Friday, say the sources, who spoke on condition of anonymity.

The FCC fined Google $25,000 after finding that the search giant "deliberately impeded and delayed" its investigation into a 2010 privacy breach involving its Street View cars.

The FTC investigation focuses on whether Google violated the terms of an existing settlement involving privacy problems with its ill-fated "Buzz" social network in 2010,

and could carry sanctions as large as $16,000 per violation per day, adding up to a penalty that could dwarf the fine imposed by the FCC.

FTC spokeswoman Claudia Bourne Farrell declined to comment on the Safari case Monday, but the main threat for Google is that the FTC is investigating the Safari matter as the violation of an existing consent decree that resulted from alleged previous privacy violations, which gives the agency the resources to unleash a division of lawyers who enforce existing orders.

That is allowing the FTC to move much more quickly in the Safari case than it could in a stand-alone complaint about deceptive burberry outlet trade practices. As part of its agreement signed last year with the FTC following the Buzz incident, Google agreed to undergo 20 years of outside reviews of its privacy policies and promised not to misrepresent its privacy practices to consumers. Google did not acknowledge breaking the law by agreeing to the Buzz consent decree and did not pay a fine.

While Google would have the ability to contest any FTC fine in federal court, the financial sanctions in the Safari case could be sizeable, particularly if the FTC were to define "a violation" as each person affected. The government is trying to determine just how many people were affected by the Safari breach, and people familiar with the case say it could easily run into the millions of iPhone, iPad and Mac users.

As with the earlier Buzz and Street View privacy cases in 2010, Google has said the Safari breach was inadvertent. In a statement released Monday to burberry bags this newspaper, Google said: "We will of course cooperate with any officials who have questions."

Google has acknowledged it changed the default settings in Safari browsers to allow the "+1" button connected to its Google+ social network to work with Apple's browser. It said those changes inadvertently resulted in Google's advertising tracking software becoming attached to the browsers of many iPhone and iPad users -- even though Google's own website had told Safari users that if they took no action, they would be protected from having their travels across the Web monitored and shared with advertisers.

"We used known Safari functionality to provide features that signed-in Google users had enabled," Google said. A hearing Friday in U.S. District Court in Alexandria, Va. on what should be done with the data suggests just how intractable the problem is. Five different parties -- including the federal government and the Motion Picture Association of America -- weighed in with disparate views on what should happen. U.S. District Judge Liam O'Grady ordered the parties to negotiate over the next two weeks and come up with a solution acceptable to all sides.

Currently the data -- 25 million gigabytes' worth -- sits on 1,100 powered-down servers stored in a climate-controlled warehouse in Harrisonburg, Va. The company that leased the servers to Megaupload, Dulles, Va.-based Carpathia Hosting, asked the court for oakley sunglasses guidance on what it should do. Megaupload had its assets seized and is no longer paying for the servers' upkeep, so Carpathia is paying thousands of dollars a day just to store the machines. They are also losing revenue that would be available if it erased the data and repurposed the servers for other uses. But Carpathia said it's reluctant to erase data that may serve as evidence in a criminal case.

The federal government and the MPAA contend the vast majority of the data on those servers is illegally pirated content, and that the people who stored those files with Megaupload should not get access to them.

But some of the people and small businesses that used Megaupload had perfectly legitimate files and did nothing wrong. Internet advocates, including the San Francisco-based Electronic Frontier Foundation, say a mechanism should be put in place so those users can get their data back.

Julie Samuels, an attorney with the foundation, suggested the burden should be on the government to create and pay for such a mechanism because it was the government's tactics in prosecuting Megaupload and shutting down the entire site that caused the problem.

"A lot of this chaos was of the government's making," Samuels said.

Megaupload's lawyer, Ira Rothken, said Megaupload needs the data preserved so the company and its officers -- including eccentric founder and majority owner Kim Dotcom -- can prove their innocence. Dotcom is currently in New Zealand fighting extradition to the U.S.

Megaupload cut a deal with Carpathia in late February to pay roughly $1 million to gain access to the servers and the files, but the government objected to the deal, fearful that Megaupload would move the servers to a foreign country and resume its criminal activity.

"It's like trusting the thief with the money," prosecutor Jay Prabhu told the judge.

I imagine Petrino will at least say he is sorry

He is amazed at his resilience.

The snapshot the tape gave of the Saints’ bounty system echoed what an N.F.L. investigation revealed that Gregg Williams had done at various times in the last three years. But the timing of the speech was damning, because it came two weeks after the N.F.L. had told the Saints that the bounties were being investigated.

“Sean will tell you, in his view, what you saw was a rogue coach who knew he was about to get fired,” Cornwell said.

Vitt said he wanted to make the point to Goodell that “we don’t teach this, but at the same time we have to watch our wording, watch what we say and what we do.”

Cornwell added: “This wasn’t the only issue with Gregg Williams in this organization. There were issues with the staff and other things. And he was fired two days later. He was on the way out and he got fired.”

It seems unlikely that argument will carry much weight with Goodell, who has repeatedly indicated he was upset that the Saints’ top executives did not stop the bounties and lied repeatedly about them until a few weeks ago. Goodell could rule on the appeals by Friday.

Payton’s suspension was supposed to begin April 1, but he was allowed to keep working until the appeal was decided. The suspensions for Vitt and Loomis do not begin until the regular season. The franchise was also fined $500,000 and lost second-round picks in the 2012 and 2013 drafts.

The Saints have had discussions with Bill Parcells about taking Payton’s spot for the season. But the team would first have to interview a coaching candidate from a minority group to be in compliance with the league’s Rooney Rule, and a person briefed on the Saints’ decision-making said Thursday that no such interview had taken place and that the team was waiting for the outcome of the appeal before proceeding.

Reaction to the recording of Williams was as mixed as it was to the investigation into the bounties.
